Housing is a fundamental human need—the foundation upon which people can build stability, pursue education, and work toward their dreams.

Our model isn't just about providing four walls and a roof. Hopeful Housing is housing plus support services, housing plus after-school programs, housing plus music lessons, housing plus food assistance, housing plus help with budgeting, resume building, or earning a GED. It's housing plus the tools and resources people need to get back on their feet and flourish.

The reason we do this is simple: without hope, there's no motivation. When people have something to move toward—a goal, a dream, a better future—they find the strength to take those next steps. That's what Hopeful Housing offers: not just a place to live, but a foundation for transformation where neighbors become family and support one another in building brighter futures together.

Current Community Improvements

Active Construction Project

We're investing in the future of our communities through essential infrastructure upgrades at both The Village and The Lighthouse. These improvements are a part of our ongoing commitment to providing quality, safe housing where families can continue to thrive.

The Lighthouse Roof Replacement Project

Our roof replacement will allow residents to enjoy safe, weather-resistant homes for years to come. This project includes complete removal of existing materials and installation of new composition shingles, underlayment, flashing, vents, and necessary structural repairs.

Contractors: Mandatory job walk scheduled for September 3, 2025, 10:00 AM – 12:00 PM. Sealed bids due September 12, 2025.

The Village Asphalt Reconstruction Project

We completely reconstructing the parking areas with pulverized and regraded surfaces, three inches of new hot asphalt, fresh sealcoating, and updated parking lines and wheel stops. In an effort to create safer, more durable surfaces for our community members.

They say it takes a village to raise a child. Here on West Canon Perdido, this proverb holds true. At the Village, the Turner Foundation's first apartment community, families are raising up and supporting each other.

As you walk around the 70-unit property laden with palm trees and mountain vistas, you'll find families conversing, children playing, and greetings such as "Hey! How's it going?" or "¡Hola, buenas tardes!" as residents go to and from work, school, and their daily rhythms. Whether there's a resident in need, a community concern, or a dream for community life, Village residents are quick to respond, show up, and support one another as we strive for a more prosperous community atmosphere.

Village Community Events & Services:

Throughout the year, Village residents enjoy a variety of on-site community events and services. During summer months, community barbecues are held and residents enjoy the pool to swim, relax, and cool off. Every two months, Resident Council Meetings provide space for residents to discuss apartment life, community concerns, and new ideas.

To alleviate food insecurity, Foodbank Markets are held monthly, plus pop-up markets with food from our partner, Veggie Rescue. Village residents celebrate holidays together with the annual Community Learning Center's Christmas Party, Turkey Drive on Thanksgiving, Halloween Party, and Mother's Day celebration.

The Community Center recently added weekly Yoga sessions for movement, meditation, and decompression. Community service events like Westside Clean-Ups promote volunteerism and service. Community Events are integral to Village life, creating a more supportive and family-friendly environment.

Meet Zuliana Gonzales

Zuliana embodies the heart of what community truly means at the Village. As the first recipient of our Community Servant Award and a 15+ year resident, she serves as both a mother to her own children and a nurturing presence for the entire Village community.

With a keen awareness of those around her who may be struggling, Zuliana consistently shows up—whether that's preparing a hot meal for a neighbor, offering a listening ear to someone in need, or encouraging others to support one another. Her dedication extends beyond community care to her professional development and active participation in Turner Foundation events.

Known as a friend to neighbors young and old, staff, volunteers, and anyone who steps onto Village property, Zuliana demonstrates that when you invest effort into life and community, life gives back abundantly. Her servant-hearted leadership has helped make the Village the beautiful, supportive home it is today.

The Lighthouse community was built on being a place of safety, guidance, and hope, as is the function of any lighthouse.

Nestled on the shaded cul-de-sac of San Pascual, the Lighthouse is home to 43 apartments and a tight-knit community of individuals and families who care for and uplift one another. The central patio serves as the heartbeat and geographical center of the property, where community events are held, parents and individuals catch up with one another, and the laughter of children fills the air. Residents at the Lighthouse enjoy living there—this is reflected in the extremely low turnover rate over the last decade.

Lighthouse Community Events & Services:

The Lighthouse Central Patio serves as the hub for community life, hosting youth musical performances, community potlucks, outdoor movie nights, and the monthly Foodbank market. This spacious patio brings residents together to build and strengthen Lighthouse relationships.

Next door to the patio, the Community Learning Center houses the afterschool program offering tutoring, extracurricular activities, and a safe space for children to learn and grow. The CLC also provides parent and adult services, including Resident Council Meetings where residents discuss apartment life, community concerns, and new ideas.

Holidays including Christmas and Easter are celebrated on-site, plus resident-planned events like birthday parties. Community Events are integral to life at the Lighthouse—one of many reasons why this supportive community thrives and why residents continue to choose to do life here.

Meet Maria Teresa Alvarez

Maria Teresa embodies selfless love at the Lighthouse, with an innate ability to put others above herself and a deep care for her community's wellbeing. Known for her incredible cooking, Teresa ensures no one goes hungry—if she's around and you need a meal, that will change very soon. She serves as both a dedicated, loving mother to her own children and a strong advocate for the special needs community, creating opportunities and support for her family and neighbors alike.

Teresa's kindness overflows in every interaction, bringing smiles and laughter that light up any room. Her servant-hearted leadership and genuine care for others make her a valued cornerstone of the Lighthouse community.

Affordability

The Village and The Lighthouse will preserve a total of 78 units affordable to households earning up to 60% of AMI, which is equivalent to $97,560 for a 4-person household, ensuring long-term affordability in one of the most expensive housing markets in the country.

Sustainability

MSquared’s investment will enable the Turner Foundation to implement energy efficiency upgrades at both properties.

Diversity

The Turner Foundation will continue to provide on-site services in the properties’ community centers. In addition, the mix of unit sizes allows the properties to serve a range of households.

How to Apply for Low-Income Housing

Important: All housing applications must go through Cochrane Property Management directly. Please don't contact the Turner Foundation office about applications—we want to make sure you get connected with the right people who can help you through the process efficiently.

When affordable housing units become available at The Village or The Lighthouse, they're posted on Cochrane's website. We encourage you to apply quickly, as these Santa Barbara affordable housing opportunities don't stay on the market long.

Affordable Housing Application Requirements

Income Verification: Your household's combined gross income needs to be 2.5-3 times the monthly rent amount. Income requirements can vary depending on which specific unit becomes available, as some apartments are designated for families earning 60% of Area Median Income (AMI) while others are for those earning 80% AMI.

What You'll Need to Apply:

  • 2-3 years of rental history with landlord references

  • 2-3 years of employment history with employer contact information

  • Two recent paycheck stubs (or bank statements and tax returns if you're self-employed)

  • Credit score of at least 650 for every applicant age 18 and older

  • $45 application fee per adult (non-refundable, covers credit processing)

Application Details: Each person in your household who is 18 or older needs to complete their own application. Make sure to include all children and their birth dates as well. Both properties are non-smoking, and pet policies vary by property, so check the specific listing for details.

Section 8 Housing Vouchers Welcome

We accept Section 8 housing vouchers and encourage all qualified applicants to apply for our affordable housing programs. If you don't currently have a housing voucher, you're still welcome to apply as long as you meet the income and other qualifications for the specific unit.
